Public Labor Agreement (PLA)
The Project Labor Agreement (PLA) ensures strong collaboration between Amtrak, Clark/Stacy Witbeck, JV, local unions, and contractors to support fair hiring practices and high-quality work standards. It prioritizes the recruitment and retention of Baltimore City residents, with clear targets for Apprentice (50%) and Journeyperson (20%) participation. To ensure equitable access of those most impacted by the project, our workforce development strategy follows a tiered hiring approach based on Baltimore City postal codes. This allows us to align opportunity with impact, ensuring those closest to the work benefit most directly.
