Small Business Enterprise (SBE) Subcontracting
SBE Subcontracting
CSW intends to maximize the utilization of Small Business (SBE) Enterprise firms during the project’s lifecycle, comply with Federal Railroad Administration (FRA) requirements, and meet or exceed Amtrak’s goal of awarding at least fifteen percent (15%) of the total dollars spent on goods and services to small business enterprises. CSW’s SBE Subcontracting Plan will be implemented in accordance with Amtrak’s policies as well as applicable federal, state, and local laws and regulations. As set forth by Amtrak’s SBE Program, this plan will:
- Ensure non-discrimination in the award and administration of SBE contracts;
- Create a level playing field on which SBEs can compete fairly for contracts;
- Ensure only firms that fully meet eligibility standards as set forth in 49 CFR Part 26, 13 CFR Part 121, and 2 CFR 200.321 are permitted to participate as SBEs;
- Help remove barriers to the participation of SBEs in such contracts; and
- Assist in the development of firms that can compete successfully in the marketplace outside of the SBE Program.
As much as 60% of the project scope will be subcontracted. Thus, large subcontractors will play a meaningful role in helping CSW achieve the SBE participation goals.
CSW views subcontractors as partners in the efforts to diversify the workplace and will work with our large subcontractors in attaining the project goals.
